“Recruitment of an international expert in Digitization research and innovation projects for the implementation of project No. 8.2.3.0/22/A/003 "Building the digital capacity of universities with the integration of online learning resources and analytics" (in Latvian: “Augstskolu digitālās kapacitātes celšana ar tiešsaistes mācību resursu un analītikas viedu integrāciju” īstenošanai”)”

Vidzeme University of Applied Sciences (hereinafter - the Customer) conducts a price survey in order to ensure the 14.1.1. specific support goal "Recovery measures in the education sector (ESF)" of the 14.1.1.1. measure "Digitalization initiatives for the improvement of study quality" project No. 8.2.3.0/22/ A/003 "Increasing the digital capacity of universities with the integration of online learning resources and analytics" (hereinafter - the "EduAim" project), quality control of the implementation of the project in accordance with internationally accepted practice, compliance with the implementation of the developed approach, a price survey is conducted. The purpose of the price survey is to identify the service provider of the order (hereinafter referred to as the Supplier) who is able to provide all services in full within the time specified in the survey. The orderer provides the necessary information on the compliance of the project content and approach to the requirements of the e-learning environment.
Technical specification of the procurement item:
Task: Carry out the evaluation and provide recommendations of digitalization and innovation of the e-learning approach developed within the project "EduAim" according to five sub-tasks.

1. Assessment of suitability of the digital skills assessment approach of the developed e-learning platform | Analysis of the functioning, integrity and mutual interaction of the skills testing approach chosen within the project (including adaptations of the Fit4Internet skills testing system), according to DigComp 2.2. framework. Evaluation of the DigComp 2.2. framework’s adaptation approach suitability and adaptation assessment to the needs of the "EduAim" project, based on the analysis of the conceptual model of the evaluation system. |
2. Evaluation of the DigComp 2.2 technological approach of integration
| To carry out a qualitative analysis of the technical integration of the Fit4Internet skills test module in the e-learning system of the "EduAim" project, compliance with DigComp2.2. Analysis of the technical integration of the Fit4Internet skills test module corresponding to the digital skills assessment framework in the e-learning system "EduAim" and user interface analysis, and development of recommendations for improving the quality of the e-learning system user's learning experience. |
3. Evaluation of the solution of virtual reality, as a tool DigComp2.2 of the framework for acquisition of the defined learning skills in the e-learning system of the integration project "EduAim" | Analysis of the developed virtual reality solution for decision-making and cooperation in the e-learning system of the integration project "EduAim". Evaluating the contribution of the tool to the implementation of the e-training process and making proposals for improving the methodology of using the tool in e-training. |
4. Evaluation of the Digital Content DigComp2.2. matches for the functionality of the framework and support system, development of recommendations, developers’ consultations | Research on adaptation of selected within the project and adapted digital content suitability to EduAim DigComp2.2 Digital Competence assessment framework, analysis of the goals and approach of learning content development, evaluation of the functionality of the learning support system, and development of recommendations, consulting of content developers. |
5. Evaluation of ease of use of the EduAim digital content repository according to international practice of creating e-study platforms | Based on the submitted description of the functionality and operating principles of the support system, carry out an analysis of the EduAim digital content repository and the design approach of EduAim learning support for acquisition of Coursera and EdX courses from the perspective of the e-learning environment user. |

Pricing indicators: indicate the price without VAT, as well as indicate the total price with VAT.
Criteria for evaluation of offers: The winner of the price survey will be determined based on the lowest price offer for the set of orders.
Previous experience criteria: the service provider is a natural or legal person with demonstrable previous experience:
- European Commission Expert experience;
- Experience in the field of quality management in a leading European company in the field of digital technologies;
- Experience in preparing curriculum and organizing staff training in a leading European company in the field of digital technologies;
- Experience in preparing Digital Europe and Horizon Europe project applications together with Latvian partners;
- Experience in implementing European framework programs together with Latvian partners.
